Landfill Construction Quality Assurance (CQA)
EBA serves as the CQA monitor, coordinating the services of in-house or subconstructed technicians and laboratories. CQA services include testing and observation of test pads for clay liners and covers, including field permeability tests; testing and observation of placement and compaction of clay and geosynthetics; surveying documentation and preparation of as-built drawings; and preparation of Construction Certification Reports.
Construction Surveys
EBA engineers and technicians perform field surveys for development of topographic maps, well location, construction staking and as-builts.
Landfill Gas Monitoring and Sampling
EBA designs and constructs LFG migration monitoring systems. EBA conducts LFG site assessments and field investigations for the preparation of LFG migration monitoring reports for compliance with Subtitle D and Title 14 Post Closure monitoring requirements.
Air Quality Monitoring
EBA air quality monitoring services includes both the monitoring of gaseous emissions from active and inactive landfills and flare source testing in accordance with local Air District requirements. Typical task work can include continuous meteorological monitoring; the sampling of ambient air, stack emissions, surface emissions, and subsurface landfill gas; laboratory analysis; and liaison and reporting to regulatory agencies.
Soil, Surface Water and Groundwater Monitoring and Sampling
EBA technicians, engineers and geologist perform sampling activities for geotechnical and environmental investigations and monitoring of landfills, including Article 5 surface and groundwater quality assessments.
Construction Management and Inspection
EBA provides assistance during bidding and contract management services during construction, as well as civil inspection.
Contract Administration
- Assist in evaluation of bids.
- Arrange and conduct pre-construction meetings.
- Coordination of contractors.
- Ensure that the Contractor(s) comply with applicable laws.
- Receive, review, route and manage contractor submittals.
- Review, understand and implement Agency Policy affecting the project.
- Provide construction field observation.
- Assist with project mobilization efforts as needed.
- Review, comment and process progress payment requests.
- Review Plans and specifications for constructibility.
- Prepare as-built plans.
- Prepare Construction Report.
